RAPID CITY, S.D. (KEVN) - On Tuesday, Rapid City Mayor Jason Salamun announced a plan for the city’s Vision Funds, focusing on four key areas of the city during the next four years.

Those areas are community projects, economic development, comprehensive plan priorities, and strategic growth revolving funds.

One of the newer ideas proposed in the 2025 to 2029 closer look at the Vision Funds is a non-profit endowment.

The mayor is proposing to invest $1.3 million in this section of community projects as a way for non-profits to work closer with the city ... making it easier for those organizations to get funded.

“One idea that was presented to me was the non-profit endowment, and we set some money aside so that non-profits can perhaps have matching funds for their capital projects down the road. So, this is kind of that seed money to get that going,” said Rapid City Mayor Jason Salamun.

The section with the biggest funding was comprehensive plan priority projects, seeing 29.5% of the Vision Funds a total of $26.8 million that could be allocated to quality of life projects, public safety, and city fleet maintenance.

The mayor is putting a big emphasis on the city’s Parks and Recreation Department for potential projects that could also be funded using these funds.

“I’ve instructed Jeff Biegler, our parks and recreation director, to bring some projects forward—it’s not ready for prime time—into that comprehensive plan, so it’s part of a plan, it is part of a strategy, and that when we go to fund it, we can go back and say this is part of a plan,” explained Salamun.

The next step for the plan is to have its first reading by the Rapid City Council on April 15, and before that, the city’s legal and finance committee will discuss the plan on April 10.
